For webhooks created via the Webhooks interface or using the store's API Key authentication in the Private API, you can use the Send Test feature from the webhooks section like this:

You can also test the webhook using the Test Webhook resource.

Partner Apps can only test webhooks using the Test Webhook endpoint.
